今日の英語で三面記事　：　経済不況のあおりを受けて、再犯率が急激に高くなっているという記事。刑務所で更生を誓って出所した人たちが仕事につけなければ、結局は犯罪を繰り返し刑務所に戻っていくという悪循環だ。

The proportion of repeat offenders among all those arrested or referred to prosecutors in criminal cases in 2008, excluding traffic accident negligence cases, hit a record 41.5 percent, according to a white paper on crime.

The report for 2009, released Friday by the Justice Ministry, showed a steep increase in the ratio, up from 27.7 percent in 1996 and 38.8 percent in 2006.

The 2008 figure was the highest percentage since 1968, when comparable statistics became available.

Recidivism was especially high for theft and illegal stimulant use. Ministry officials say former prison inmates have an especially hard time because of the tough job situation.(IHT/Asahi: November 14,2009)

市橋逮捕の懸賞金１千万円の行方は？

The National Police Agency said Wednesday it will dole out the 10 million yen reward money to those who provided information leading to the arrest of Tatsuya Ichihashi, but said it had not yet decided who will get how much.
水曜日の警察庁発表によると、懸賞金の1千万円は市橋達也容疑者逮捕につながった情報提供者に分配されることになったが、誰がどれだけ受け取れるかはまだ未定である。

First, Chiba prefectural police—who are in charge of the investigation, even though Ichihashi was arrested in Osaka—must determine who provided information valuable enough to warrant a reward. Then they must submit their decision to the National Police Agency.
市橋容疑者が逮捕されたのは大阪であるが、まずは本件の担当である千葉県警が、懸賞金に値する情報の提供者は誰であるかを判断し、警察庁に報告することになっている。

If there is more than one informant who tipped the police off, authorities must determine how useful each piece of information was to the resolution of the case, and divide the reward money (which is subject to taxation) up accordingly. Reward money cannot be paid to police officers or their family members.
警察への情報提供が複数の場合は、それぞれが事件解決にどれほど重要であったかを考慮し、重要度に応じて懸賞金が分配される。（課税対象になる）　ただし、警察関係者やその家族には支払われないことになっている。

In the Ichihashi case, potential recipients of the reward money are the cosmetic surgery clinic in Nagoya which provided the tip regarding the suspect’s plastic surgery, the employee at the Osaka construction company where Ichihashi worked and lived for 14 months, and the Osaka ferry company employee who phoned police to report that someone who looked like Ichihashi was sitting in the terminal.
今回の市橋容疑者逮捕の場合、懸賞金の受取人は、同容疑者に整形手術をした名古屋の整形外科診療所、市橋容疑者が14ヶ月住み込みで働いていた大阪の建設会社、市橋容疑者に似た男がフェリー待合室に座っているという通報をした大阪のフェリー会社職員になるものと思われる。

「～と思われる」を英語に訳す

今日の英作文　：　今日のテーマは、「～と思われる」だ。いろんな英語訳があるので練習してみよう。

（１）　彼女は若く見えるが、アラサーだと思われる。
　　　　She looks young, but she is thought to be around 30.

（解説） "is thought"と受動態になっているので、誰がそう思っているのかは不明。もし、"I think she is around 30."と能動態で言ってしまうと、私自身がそう思っているという意味になるので、もしそうじゃなかったら、私は責められることになる。このように責任の所在を明確にしたくない場合に、好んで受動態が用いられる。

能動態でも、"They say she is around 30."なら、「アラサーだといううわさだ」と言う意味で、事実でなかったとしても私自身が責められる事はない。なお、この文章は、"It is said that she is around 30."と受動態で書くこともできる。「アラサーだと言われている」という意味だ。

（２）　私には、のりピーが芸能界に復帰するだろうと思われる。
　　　　It seems to me that Noripee will come back to showbiz.

（解説） のりピーを主語にすると、"Noripee seems to come back to showbiz."となる。
　

（３）　多くの人がその結婚詐欺女にだまされたと思われる。
　　　　A lot of people were allegedly cheated by the female marriage swindler.

（解説） "allegedly"は、「聞いたところによると～と言われている」という意味の副詞だ。新聞などではよく用いられる。この単語を使えば、たとえ事実と異なっていても自分が責任を問われることがない。
　

（４）　彼が犯人だと思われる。
　　　　It sounds like he did it.

（５）　彼女はいつも独身だと思われる。
　　　　She is always seen as a single.

速報 ： ＢＢＣによる市橋容疑者逮捕のニュース

The suspect, Tatsuya Ichihashi (30) was being held in police custody in Osaka. The only suspect in the murder of British teacher Lindsay Ann Hawker has been arrested by police in Japan, the Foreign Office has confirmed.
市橋達也（３０）容疑者、大阪で身柄を拘束。外交機関が確認したところによると、英国人教師リンゼイ・アン・ホーカーさん殺害の唯一の容疑者が日本で逮捕された。

Miss Hawker, 22, from Brandon, near Coventry, was found buried in a sand-filled bath at the suspect's Tokyo flat in March 2007.
英国コベントリー近郊ブランドン出身のホーカーさん（当時２２）は、2007年3月、容疑者が住んでいた東京のアパートで砂の入った風呂桶の中に埋められていたのを発見された。

Earlier Mr Ichihashi's mother had appeared on television urging her son to turn himself in to police.
先日、市橋容疑者の母親がテレビで息子に自首するよう訴えていた矢先だった。

A Foreign Office spokeswoman said: "We are glad and relieved that the only suspect in this case, Tatsuya Ichihashi, has been found and is now in police custody. We are grateful to the Japanese police for their efforts and we remain in close contact with the Hawker family."
外交機関の報道女史は、「事件の唯一の容疑者である市橋達也が発見され身柄を拘束されたと知り、本当に良かった。日本の警察の努力に感謝すると共に、ホーカーさん一家とは連絡を取り合っている。」と語った。

Lindsay Ann Hawker's body was found in a bathtub filled with sand. A spokesman for the Osaka Prefectural Police said: "We have detained a person in Osaka city who appears to be the suspect in the murder."
リンゼイ・アン・ホーカーさんの死体は砂の入った風呂桶に埋められていた。大阪府警の報道官は、「殺人容疑の男と思われる人物を大阪で確保した」と発表した。

Miss Hawker was teaching English in Japan when she went missing on 25 March, 2007. Her body was discovered on the balcony of Mr Ichihashi's flat.
ホーカーさんは日本で英語を教えていた2007年3月25日消息が不明になり、その後市橋容疑者のアパートのバルコニーで死体となって発見された。

According to unconfirmed reports in the Japanese media, police detained a man believed to be Mr Ichihashi at Osaka ferry port at about 1800 local time. He is reported to have told officers: "I am Ichihashi."

Mr Ichihashi is thought to have recently had plastic surgery to change his appearance. He is believed to have had cheek implants and lip-thinning.
